On Monday, November 17, the United Nations Security Council shamefully voted for a U.S.-sponsored resolution endorsing Trump’s Gaza “Peace Plan”—a plan that embodies Trump’s predatory fascism, openly violates international law, tramples on the rights of the Palestinian people, and legitimizes Israel’s genocide.
This measure, Security Council Resolution 2803, passed overwhelmingly, with 13 of the 15 members of the Security Council endorsing it, including France and the UK (China and Russia abstained), and Qatar, Egypt, the UAE, Saudi Arabia, Indonesia, Turkey, and Jordan, with the collaborationist Palestine Authority backing it as well.
Hamas,1 a broad range of Palestinian organizations, human rights organizations and experts in international law have condemned Trump’s plan and the Security Council vote.
For the last two years, the 2.2 million Palestinians of Gaza have suffered a relentless, bloodthirsty Israeli campaign of mass murder and total devastation. This horrific genocide—for that is what it is—has been armed, backed and made possible by the U.S. imperialists.
Over 69,182 Palestinians in Gaza have been slaughtered. This includes at least 20,000 children. At least 170,833 people have been wounded. These numbers do not include the thousands of dead uncounted and still buried under the rubble. Palestinians in Gaza have seen their hospitals, homes, schools, and cities demolished. They’ve watched their children being maimed, murdered, terrorized and traumatized. Many children have been left as orphans. Gaza itself has been turned into an unlivable hellscape of rubble and ruin. And again, numerous international bodies and human rights organizations have declared this barbaric U.S.-Israeli campaign a genocide.
Rewarding the Criminal, Punishing the Victim: Justice Imperialist Style
So, does Trump’s “Peace Plan” now hold the criminals to account and deliver justice and relief to the victims? No, it does precisely the opposite!
Harkening back to the days of naked colonialism, this UN resolution rewards the chief armorer and backer of Israel’s war crimes—the United States—while demanding no accountability whatsoever for its role in the towering crimes committed in Gaza. Instead, it gives total, unchecked authority to a “Board of Peace,” headed by none other than Donald Trump. Trump and this Board have the power to govern Gaza for the next two years (and probably beyond), with control over everything from aid and reconstruction, to who can come in and out of Gaza, to the formation of an armed “International Stabilization Force” to enter, demilitarize, and help govern Gaza.2
Resolution 2803 also protects and rewards Israel. It makes no mention of its genocide and demands no accountability—or reparations—for its terrible crimes which have ravaged the people of Gaza, thus legitimizing these crimes. Instead, it authorizes Israel’s ongoing presence in Gaza (where it now controls over half the territory), and ongoing role in shaping the implementation of Trump’s plan. This includes in relation to aid deliveries and the formation of the International Stabilization Force.3
Who does the UN resolution punish and demand accountability of? The Palestinian people! The Palestinian people will have absolutely no role in the governing of their land—unless approved by the U.S. and Israel.
What about disarming the perpetrators? The U.S. and Israel, two of the world’s most heavily armed, murderous powers, are not offering to disarm. No—instead they’re demanding that the barely armed Palestinians disarm. Trump’s plan stomps on the Palestinian people’s basic, legal rights to self-determination and self-defense.4
And this isn’t all. The UN Security Council’s resolution provides a legal UN mandate for Trump’s goals and plan, and effectively turns it “into binding international law,” the New York Times reports.5 In other words, Trump’s plan isn’t just an attack on the Palestinian people, it’s an attack on international law and the people of the world.6
In short, it’s a giant step toward enshrining a world order in which “raw destructive power is what must rule in the international arena, without even the pretense of adherence to international law or concern about the sovereignty, or even the right to exist, of less powerful peoples and countries,” as Bob Avakian said in the message quoted above.
Trump’s Fascist, Imperialist “Peace Plan”
As revcom.us has analyzed (HERE and HERE), the fascist Trump’s “peace plan”—which the UN has now endorsed—isn’t about bringing peace to Gaza, or the Middle East--unless one’s talking about the “peace” of the graveyard. Nor is it about ending Israel’s brutal oppression of the Palestinian people and ensuring their rights, much less their liberation.
Trump’s plan aims instead to extend and deepen U.S. imperialism’s stranglehold on, and predatory exploitation of, the Middle East. The plan gives the U.S. a base in Gaza, an entryway into the region. It strengthens Israel, including by helping it get out of the morass of the seemingly endless genocide it was carrying out which was turning much of the world against it. And the plan ensures Israel’s “right” and ability to dominate and continue killing Palestinians, and even return to all-out genocide if the U.S. decides the situation calls for it.
A key element in Trump’s plan is building even closer ties with some of the region’s most reactionary butchers, including Saudi Arabia, Turkey, the United Arab Emirates, Egypt, and others. This necessitated at least giving lip service to the creation of a Palestinian state at some point in the (distant) future, blocking Israel’s threatened annexation of the West Bank, and winding down or limiting Israel’s genocide in Gaza—because they all made it difficult for these states to draw closer to the U.S., much less recognize Israel.
Trump’s “Peace Plan” in Practice: Israel’s Ongoing Killing Spree

Some 48 hours after the UN Security Council OK’ed Trump’s plan, Israel carried out its most horrific massacre in weeks, killing at least 33 Palestinians, including children. Then on Saturday, November 22, Israel carried out another wave of airstrikes, killing at least 20 Palestinians and wounding others. Since the "ceasefire" took hold on October 11, Israel has killed more than 312 Palestinians in Gaza and wounded more than 700.
This isn’t Israel’s only ceasefire violation. Gaza’s officials have documented some 400 Israeli ceasefire violations including 113 incidents of gunfire targeting civilians, 174 cases of aerial and artillery shelling, as well as incursions into Palestinian territory, arbitrary arrests, and home demolitions. And now, Israel is further violating the agreement by pushing past the agreed-to ceasefire line and seizing more Palestinian territory—packing the two million displaced Palestinians into tighter and tighter spaces.
Where are the U.S. and UN denunciations and resolutions condemning these outrages?
No to Trump’s Criminal, Illegitimate “Peace Plan”—Stop the U.S.-Israeli Genocide of the Palestinian People!
Even after the UN’s endorsement, the fate of Trump’s “peace plan” remains unclear, including whether Gaza will be rebuilt or Israel’s killing and occupation will be rolled back.
What is clear is that the UN Security Council’s approval of Trump’s plan, while doing nothing to halt the ongoing crimes being committed by the U.S. and Israel against the people of Gaza, is a screaming outrage. And more, it’s a damning exposure of the bankruptcy of the major capitalist-imperialist and reactionary regional powers dominating the globe.
This makes it all the more urgent that the millions around the world who’ve stood up must continue to demand an end to the murder, oppression, and genocide of the Palestinian people in Gaza, the West Bank and within Israel—and the UN’s collaboration with it. And we all must do so as part of the fight for a whole different, and much better world!
